Caribbean nation of Saint Vincent exports first cargo of medical cannabis

KINGSTOWN, Jan 20 (Reuters) – Saint Vincent and the Grenadines has exported a cargo of 110 pounds (49.8 kilos) of medical cannabis after receiving a license for export to Germany, according to official announcements and a local official familiar with the matter.

Saint Vincent, a Caribbean nation with a population of just over 110,000 people, has for years developed its local cannabis industry. In 2018, Saint Vincent created a state agency to oversee licensing and ensure its medical cannabis is available to local patients.

The shipment left on Jan. 18 and is expected to arrive in Germany on Jan. 19, said the official, who asked not to be named because he is not authorized to speak publicly about the matter.

Cannabis and Psychosis: New Research

A recent issue of the American Journal of Psychiatry from January 1, 2022 contained new research data and an incisive editorial that advances our understanding of whether cannabis can cause, or is merely associated with, psychosis.

The association of cannabis with psychosis was first noted by the Scottish psychiatrist Thomas Clouston after visiting the Cairo asylum in 1896, where 40 out of the 253 patients had insanity attributed to hashish. Studies since then have conclusively documented cannabis’s association with schizophrenia-like psychosis.

For example, in 1987, 45,750 Swedish army conscripts were asked about their drug use. Those who had used cannabis more than 50 times were six times more likely to develop schizophrenia over the next 15 years than those who had never used it. (1) Analysis of multiple research studies shows an average two-fold increase in psychotic outcomes for typical cannabis users and an almost four-fold increase for the heaviest

Napa City Council approves ordinance allowing retail sales of adult-use cannabis | Local News

Adults will soon be able to purchase cannabis products at the city of Napa’s retail cannabis stores without needing a medical use card.

The Napa City Council approved the first reading of an ordinance amendment allowing adult-use sales to anyone age 21 and older on a 4-1 vote Tuesday night. The ordinance will come into effect 30 days after the second reading of the amendment is approved, which is set to happen at a future council meeting.

Napa currently only permits medical sales of cannabis, through an ordinance passed in 2017. That means people need a physician-approved cannabis use card to buy cannabis products at any of the city’s six dispensaries. And though acquiring a medical use card may take only 10 to 15 minutes, it still represents a financial and logistical hurdle to customers, according to local cannabis retailers.

The Ministry of Public Health’s committee on narcotic control on Thursday endorsed a draft ministerial announcement under a new drug law that excludes some cannabis from the narcotics list.

Dr Thongchai Kiratihatthayakon, the ministry’s deputy permanent secretary, said a majority voted to support the draft, which was approved by a sub-committee.

The draft will be forwarded to the Narcotics Control Board (NCB) for consideration on Tuesday. The meeting will be chaired by Deputy Prime Minister Wissanu Krea-ngam.

If approved, the draft will be signed into law by the public health minister and announced in the Royal Gazette for promulgation.

After One Year As President, Biden’s Marijuana Promises Remain Unfulfilled

Thursday marks the end of President Joe Biden’s first year in office—and, by and large, his campaign promises on marijuana policy have so far gone unfilled. And while certain federal agencies have taken some positive reform steps, the administration managed to stir controversy over some outwardly hostile actions with respect to cannabis policy.

Contrary to Biden’s campaign pledges, cannabis has not been federally decriminalized, people remain in federal prison over non-violent marijuana offenses and the plant has yet to be rescheduled under the Controlled Substances Act. Of the cannabis promises that Biden made while running for president, just one has been met so far: the government has continued to let states implement marijuana reform mostly without federal intervention, though ongoing lack of clarity from the administration has caused continuing complications for the industry and consumers.

In one of the more notable positive developments to come out of the Oval Office,

Marijuana affects your brain’s ability to function at higher levels, study says

If you don’t, that’s not surprising. As more and more states move to legalize marijuana, the stereotypical mind-numbing effects of weed have become passé, often replaced by an acceptance of the drug as an acceptable way to socialize, relax and get better sleep.

But while society may have forgotten the impact that weed can have on the brain, science has not.

“Our study enabled us to highlight several areas of cognition impaired by cannabis use, including problems concentrating and difficulties remembering and learning, which may have considerable impact on users’ daily lives,” said coauthor Dr. Alexandre Dumais, associate clinical professor of psychiatry at the University of Montreal.

“Cannabis use in youth may consequently lead to reduced educational attainment, and, in adults, to poor work performance and dangerous driving. These consequences may be worse in regular and heavy users,” Dumais said.

Weed’s impact on the brain can be particularly detrimental to

Grover Beach considers allowing cannabis lounges in city

Grover Beach could soon become the first local city with what essentially equates to cannabis bars if a new ordinance is passed later this year.

The City Council directed staff on Monday to pursue an ordinance that would allow cannabis lounges at commercial cannabis retailers in the city.

Currently Grover Beach has four approved cannabis retailers: 805 Beach Breaks, Natural Healing Center, Urbn Leaf and Jushi, which is still under construction.

“The City of Grover Beach currently has three cannabis retailers operating in a safe and responsible way with a fourth under construction,” Grover Beach Mayor Jeff Lee said in a news release Wednesday. “Allowing our retailers to expand their business operations will continue to help strengthen our local economy, further transform our commercial spaces, and create new jobs and tax revenue for the Grover Beach community.”
