Breaking Louisiana’s medical marijuana monopolies could lower prices

When Louisiana’s first legal smokable medical marijuana was made available on Jan. 1, patients like Corbet King of Wisner were excited about the product that they believed would be a more affordable option than tinctures, oils and edibles.

After all, affordability was one of the key selling points when the Legislature passed a bill last year to add the plant’s unprocessed flower to the products that Louisiana’s two legal growers and nine regional pharmacies could offer to patients.

But when King and other patients arrived at their pharmacies they were surprised to find the flower product in some cases was just as costly or even more expensive, depending on the pharmacy.

“They lied to us,” said King, who showed USA Today Network a price chart in which Delta MedMar pharmacy in Monroe was charging between $440 and $480 per ounce. “Most people can’t afford this.”

Mississippi Senate Committee Approves Medical Marijuana Bill Despite Governor’s Veto Threat

A medical marijuana legalization bill cleared a Mississippi Senate committee on Wednesday, just a day after it was introduced. If the long-awaited legislation becomes law this session, a medical cannabis program could be up and running in the state by later this year.

The Senate Public Health and Welfare Committee approved the measure by a voice vote, and it is expected to be taken up on the floor as soon as Thursday.

Sen. Kevin Blackwell (R), the bill’s sponsor and a member of the committee, said that he tried to retain the spirit of a 2020 voter-passed initiative while making provisions more conservative to garner broad support in both chambers.

“There’s been a great deal of hours that have gone into this,” Blackwell said at Wednesday’s hearing, acknowledging that it’s “probably not a perfect bill.”

Mississippi Senate Votes To Legalize Medical Marijuana, Defying Governor’s Veto Threat

The Mississippi Senate voted 47-5 on Thursday to legalize medical marijuana, a move that comes more than a year after voters approved a medical cannabis ballot measure that was later overturned by the state Supreme Court.

If the long-awaited legislation, which now heads to the House for consideration, becomes law this session, a medical cannabis program could be up and running in the state by later this year.

Its route to passage, however, remains precarious. Gov. Tate Reeves (R) has already threatened a veto over its proposed purchase limits, which he says are too high, and some other state officials remain wary. But supportive lawmakers have said they’re confident they’ll have the votes to override any veto and push the legislation through.

Senate passes Mississippi medical marijuana bill

Sen. Kevin Blackwell recited Bob Dylan’s “Rainy Day Women #12 & 35” — “everybody must get stoned” — and passed out various sized hemp samples before the Senate on Thursday passed a long-debated Mississippi medical marijuana program.

The vote on Senate Bill 2095 was initially counted as 45-5, well beyond what would be considered a veto-proof majority, but subject to change as it was by use of morning roll call and senators could change their votes or check in through the end of the day.

The measure was held on a technical motion, but is expected to move to the House on Monday. Its passage is expected to be a heavier lift there, but Rep. Lee Yancey — who has worked with Blackwell for months on the legislation, said he’s confident it will pass, if not by a veto-proof two-thirds majority. The legalization of marijuana in the U.S.—for medicinal use in 36 states, and for recreational use in 18—has raised many thorny issues for practicing psychiatrists as we try to weave our way through these rapidly changing times. In spite of a significant amount of recent research, many questions have gone unanswered and require more thorough study before we can fully understand how to safely incorporate marijuana into our practices.

In my previous role as medical director of psychiatry within a large multi-specialty medical practice in New York, I began to work with patients who started medical marijuana after its legalization in 2014. These were mainly chronic pain patients who were prescribed marijuana in an attempt to help them wean down off high doses of opiates (with varying degrees of success).

Flower form of medical marijuana becoming legal in Louisiana on Jan. 1

NEW ORLEANS (WVUE) – For the first time, medical marijuana patients in Louisiana will be able to light up.

The legislature passed and Governor John Bel Edwards signed into law House Bill 391. The bill makes it legal for dispensaries to sell the traditional, smokable, flower form of marijuana.

“This medicine is proven to help a variety of people,” said Ruston Henry, owner and pharmacist at H&W Drug Store. “So more people come into the pharmacy, more people participate in the program, more people are getting help. More people are getting their lives back.”

Henry said he expects many of his patients to switch from the newer forms of marijuana, like vapes, creams, and edibles, to the raw version when it becomes available on January 1.

Mississippi Governor Suggests He’ll Veto Medical Marijuana Bill If Lawmakers Don’t Reduce Purchase Limit

A new Republican-led bill to legalize medical marijuana in Kentucky landed in the state legislature this week. The measure is an update to lead sponsor Rep. Jason Nemes’s (R) past legalization efforts and includes a number of conservative-minded adjustments aimed at wining broad support among lawmakers, including leaders of his own party who control the legislative agenda.

Nemes filed a medical legalization bill in 2020 that soundly passed the House but later died in the Senate without a vote amid the early part of the coronavirus pandemic. He reintroduced the legislation for the 2021 session, but it did not advance. In recent months, Nemes has working to build support for a new, scaled-back version of the bill for 2022 and in October said he was confident it could pass if only legislative leaders have the “courage” to allow a vote on it.

Smokable medical marijuana now available for Louisiana patients

BATON ROUGE, La. (WAFB) – Louisiana’s Medical Marijuana program may still be in its infant stages, but it made progress Saturday, Jan. 1, 2022 when raw smokable marijuana was added to the list of products available for patients.

Unlike other states with medical marijuana programs, Louisiana patients won’t be required to carry around a medical card. Instead, they will simply just need a recommendation from any Louisiana doctor for the medicine and can pick it up at any of the nine dispensaries across the state.

“Because it’s still a schedule 1 drug, it can’t go through a regular pharmacy. When the federal government changes that, then we can change the way this works,” said Rep. Joseph Marino, of Gretna, who chairs the state’s Medical Marijuana Commission.

New Louisiana laws expand medical marijuana, change income taxes

BATON ROUGE (AP) — Louisiana’s medical marijuana program will offer raw, smokable cannabis to its patients, and the state will tweak its calculations for state income taxes as more than two dozen new laws take effect on New Year’s Day.

Most of the new laws taking effect Saturday were passed in the regular legislative session that lawmakers wrapped up in June. Voters approved the income tax changes in the fall, after lawmakers sent the measure to the ballot for consideration.

Among the new laws:

MEDICAL MARIJUANA

The expansion of Louisiana’s medical marijuana program under the law sponsored by Houma Rep. Tanner Magee, the House’s second-ranking Republican, is expected to offer state residents a cheaper form of cannabis to treat their medical conditions.
